No law was ever passed in Ontario to make it legal to go topless.
First of all, Criminal laws in Canada are federal. Two laws in the Criminal Code (sections 173 and 174) make toplessness in public illegal, subject to interpretation.
However courts in Ontario, and at least one other province, have ruled that merely being topless is not in itself a sexual act, or indecent, effectively making going topless legal in those provinces.
However, no law was ever passed in Ontario to make it legal. Everything is legal in Ontario unless there is a law against it.
Well to me its kinda interesting that in a country with so much crime, a woman is going to be prosecuted for walking topless. ( i know its whataboutism, buuut for me its interesting).
Also, especially that its in brazil which is also a country where its fucking insanely hot and people more often than not walk around with the bare minimum/summer/beach clothing. (With this i mean, you can walk around with a tiny bra that covers your nipples, but as soon as one pokes out = boom, straight to jail? Its quite funny).
Also, its interesting that while men can go topless without a hitch a woman cannot
